Date Conversion
This subroutine deals specifically with the processing
of dates. It converts a given date to a variety of different formats,
and validates date entry.

- Converts MMDDYY to YYYYMMDD
- Converts MMDDYY to MMDDYYYY
- Converts MMDDYYYY to MMDDYY
- Converts YYMMDD to YYYYMMDD
- Converts YYMMDD to MMDDYY
- Converts YYYYMMDD to MMDDYY
- Converts YYYYMMDD to the day of the week (ie. SUN, MON, TUE,
etc)
- Converts YYYYMMDD to a text string (ie. "Thursday, January
10/2004)
- Converts YYYYMMDD to a text string (ie. "Jan 15/2004")
- Converts YYYYMMDD to the # of days count since Dec 31/1600
- Converts a # of days count to YYYYMMDD
- Test to see if MMDDYY is during a Leap Year
- Convert YYYYMMDD to the last day of the date's month
- Test MMDDYY to ensure is valid and/or if it is plus/minus 2
months from today's date
